This bill requires the California Office of Emergency Services (OES) to develop state recovery frameworks for five specific catastrophic disaster plans, including those for Northern California floods, Bay Area earthquakes, Cascadia Subduction Zone events, Southern California earthquakes, and wildland urban interface wildfires. OES and local government bodies must create these recovery frameworks by January 15, 2027, incorporating lessons learned from recent major disasters and following Federal Emergency Management Agency (FEMA) guidance. The bill requires OES to use federal preparedness grant funding to help offset the costs of developing these frameworks and acknowledges that if the Commission on State Mandates determines the bill creates additional costs for local governments, those costs should be reimbursed.
