This bill, the California Housing Justice Act of 2025, establishes a dedicated California Housing Justice Fund within the state's General Fund, requiring the Legislature to make ongoing annual investments to address homelessness and housing unaffordability. The funds will be managed by the Business, Consumer Services, and Housing Agency (the "agency") and used by the Department of Housing and Community Development (the "department") to develop, acquire, rehabilitate, and preserve affordable and supportive housing for low-income households. By January 1, 2028, the department, in collaboration with various stakeholders including local governments and individuals with lived experience of homelessness, must create comprehensive finance plans to end homelessness and the housing affordability crisis, along with statewide annual performance metrics to track progress. The agency will be required to report annually to the Legislature on its progress and publish these goals and progress updates online, and if the Commission on State Mandates finds that this bill imposes costs on local governments, the state will reimburse them.
