This bill expands eligibility and funding for the Part-Time Community College Faculty Health Insurance Program, which provides health insurance benefits to part-time faculty and multidistrict part-time faculty (defined as faculty teaching at least 40% of a full-time load across two or more districts) and their dependents. Previously, only multidistrict part-time faculty who individually purchased insurance were eligible for reimbursement, and the state would cover up to half the premium cost. This bill makes all part-time faculty who individually purchase health insurance eligible and requires community college districts to reimburse them for 50% of their premium, up to the full cost of the district's most common family coverage plan. The bill also annually appropriates $200 million from the General Fund to augment the program's funding and shifts the responsibility for apportioning funds to the Chancellor of the California Community Colleges to cover the total cost of these reimbursements, thereby imposing a state-mandated local program for which the state will provide reimbursement if mandated costs are determined by the Commission on State Mandates.
