It clarifies that emergency rule changes by an association's board must include the rule's text, its purpose and effect, and an expiration date, while also prohibiting a majority of directors from making decisions outside of official meetings through various communications, with exceptions for informational or ministerial exchanges. The bill also mandates that when an association is involved in litigation, the case name, number, and court must be included in executive session minutes, and if board meetings are recorded, members must be notified at the start of the meeting and have access to these recordings like written minutes, with no charge for electronically distributed minutes. Furthermore, it clarifies that amendments to operating rules do not require a secret ballot, and the annual budget report must now list any active litigation the association is involved in, defining "active litigation" to exclude certain minor or enforcement actions.
