This bill modifies the Baltimore County Board of Education's composition and election process by establishing a new redistricting mechanism for school board member districts. Currently, one member is elected from each of the seven existing councilmanic districts, but beginning with the 2034 general election, members will be elected from seven new school board districts that will be reapportioned after each decennial (10-year) census. The bill requires the county board to submit a redistricting proposal to the Baltimore County Delegation by December 1st of the year following each census, and mandates that the delegation introduce legislation to reapportion the districts in the legislative session immediately after receiving the proposal. The new districts must be substantially equal in population, and candidates must be at least 21 years old, residents of their district for two years, and registered voters. The bill also maintains existing term limits, prohibiting members from serving more than three consecutive 4-year terms, and includes provisions preventing conflicts of interest during election years. The new redistricting process is designed to ensure fair and representative electoral boundaries for the Baltimore County Board of Education, with the changes set to take effect on July 1, 2025.
