This bill makes several miscellaneous amendments to Vermont's cannabis laws. The bill expands the Cannabis Control Board's authority by allowing seizure of cannabis that violates administrative rules, mandating fingerprint-based criminal background checks for cannabis establishment identification cards, and creating a special permitting process to help oversee cannabis establishments during times of incapacity or operational distress. The bill modifies packaging requirements for cannabis cultivators, changing labeling to include a "harvested on" and "packed on" date instead of a "produced on" date. It also updates the definition of hemp products to exclude substances that contain more than 0.3 percent total tetrahydrocannabinol or are prohibited by Cannabis Control Board rules. Additionally, the bill requires the Cannabis Control Board to submit a report by November 15, 2025, analyzing cannabis fees, their revenue potential, and recommending potential adjustments to promote participation by small local farmers and social equity applicants. The bill also makes some technical amendments to tax and tobacco product definitions, and is set to take effect on July 1, 2025.
