Bill Summary

AN ACT to amend the public service law, in relation to providing transparency to residential utility and municipality ratepayers on the cost impact of the climate action council's scoping plan

AI Summary

This bill requires utility corporations and municipalities to include a separate line item on residential utility bills that explicitly shows the cost impact of measures implemented to comply with the Climate Action Council's final scoping plan. Specifically, these cost impact measures include expenses related to renewable power generation, battery storage, new transmission and distribution lines, renewable energy project interconnection, rebates or subsidies for electric heating/cooling/cooking appliances, and other climate action compliance efforts. The Department of Public Service must develop a formula within 180 days of the bill's effective date that allows utility companies to calculate and transparently display these climate action-related costs on residential bills. The department is also required to update this formula annually and notify utility corporations and municipalities of any changes within 30 days. In cases where climate action compliance costs overlap with general system reliability and safety expenses, those costs can also be included in the bill line item if they cannot be reasonably separated. The overall goal of this legislation is to provide residential utility customers with clear transparency about the financial impact of New York State's climate action initiatives on their monthly utility bills.
