This bill prevents the elimination of retiree medical benefits for members of the North Carolina Teachers' and State Employees' Retirement System, the Consolidated Judicial Retirement System, the Legislative Retirement System, and Optional Retirement Programs who first earned service on or after January 1, 2021. Specifically, the bill repeals subsections (c) and (d) of Section 35.21 of S.L. 2017-57, which would have terminated these benefits, and makes this repeal retroactively effective to December 31, 2020. To support this continuation of benefits, the bill appropriates $500,000 in recurring funds for the 2025-2026 fiscal year and $2 million in recurring funds for the 2026-2027 fiscal year to the Department of State Treasurer to address the increased costs to the North Carolina State Health Plan for Teachers and State Employees. The bill will become effective on July 1, 2025, ensuring that retirees continue to receive their medical benefits without interruption.
