This bill directs Empire State Development (ESD) and the Office of General Services (OGS) to develop two interconnected plans for the Harriman state office building campus in Albany, New York. This development study must be completed within 180 days of the bill's effective date and will include a 45-day public comment period. Second, the bill mandates that ESD and OGS create a broader master plan for redesigning the entire Harriman campus, which must be completed within one year of the bill's effective date. The master plan must address several key aspects, including identifying sites for mixed-use development, redesigning the campus ring road, analyzing parking needs, and developing infrastructure. The plan should also prioritize neighborhood integration, workforce and low-to-middle-income housing, and multi-modal transportation infrastructure. Like the development study, the master plan will also undergo a 45-day public comment period before finalization.
