This bill establishes new rules for student athletes participating in University Interscholastic League (UIL) activities regarding compensation and professional representation. Specifically, the bill allows students in ninth grade or above who meet academic requirements to earn money from their name, image, and likeness when not engaged in official league activities, and to obtain professional legal representation for related contracts. The league must create rules to prevent compensation from being used to recruit students to specific schools and prohibit endorsements of inappropriate products like alcohol, tobacco, e-cigarettes, steroids, gambling, firearms, and sexually oriented businesses. Schools can still prohibit compensation that conflicts with their policies, and students must receive financial literacy and life skills education. The bill also modifies existing education code to clarify that name, image, and likeness arrangements can only be made with student athletes in ninth grade or above, and prevents using future compensation as a recruitment tool. These changes will apply to contracts entered into or modified on or after the bill's effective date, which will be immediately if it receives a two-thirds vote in the Texas legislature, or September 1, 2025, if it does not.
