This bill extends and modifies an existing provision that allows retired Vermont State Teachers' Retirement System members to work as interim educators while still receiving their retirement benefits. Specifically, the bill allows retired Group A or Group C members who have been receiving retirement benefits for at least six months to serve as interim school educators for up to one school year. The employer must pay an assessment to the Benefits Fund and remit contributions to the Vermont Teachers' Retirement Fund. The bill expands the previous authorization by changing the renewal period from fiscal years 2024 and 2025 to fiscal years 2024 through 2030, increasing the number of potential renewals from two to seven. Additionally, the bill removes a previous restriction that required renewed service to be in a different interim position. Superintendents must certify that they exhausted all options to hire an active educator before employing a retired educator. The original provision, which was set to be repealed on June 30, 2026, will now be repealed on June 30, 2031. The bill aims to help address educator shortages by providing flexibility for retired teachers to return to interim teaching positions while maintaining their retirement benefits.
