This bill establishes the "Auto Theft Prevention Program" within the Department of Public Safety to address motor vehicle-related crime. The program creates an Auto Theft Prevention Commission composed of representatives from various law enforcement, government, and industry organizations who will oversee grant funding for local law enforcement agencies and task forces. The commission will focus on preventing, reducing, and investigating motor vehicle theft and related crimes, including fraud and insurance scams. Grant recipients can use funds for activities such as creating multijurisdictional task forces, conducting crime prevention efforts, providing specialized training, supporting prosecutors, and developing public awareness campaigns. The program will be funded through a dedicated revolving fund, initially receiving $5 from each original certificate of ownership fee. The commission will be required to report on the program's effectiveness to the legislature, and the program is set to automatically sunset after six years unless reauthorized. Members of the commission will serve without compensation but will be reimbursed for expenses, and no more than 8% of the fund can be used for administrative costs.
