This bill modifies how solid waste management fees are allocated in Minnesota, specifically changing the percentage of fees dedicated to the resource management account in the environmental fund. Currently, 70% of fees are credited to the environmental fund, with the remainder going to the general fund. The bill introduces a gradual increase in the percentage allocated to the resource management account: in fiscal year 2026, 7% will be deposited; in fiscal year 2027, 20% will be deposited; and from fiscal year 2028 onward, 30% will be deposited. These funds are specifically appropriated to the Commissioner of the Pollution Control Agency for distribution to counties to support solid waste management programs.
