This bill authorizes the Maine Secretary of State to issue enhanced driver's licenses and enhanced nondriver identification cards that meet the Western Hemisphere Travel Initiative (WHTI) standards, which are requirements developed by the U.S. Department of State and Department of Homeland Security to facilitate secure cross-border travel. The legislation establishes specific provisions for these enhanced documents, including a restriction that prevents individuals from holding multiple licenses with the same class or restrictions. The bill also sets new fees for these enhanced documents, which are higher than standard license fees: for example, a 6-year noncommercial enhanced driver's license for individuals under 65 will cost $55 compared to $30 for a standard license. Similarly, enhanced nondriver identification cards will have a $30 fee. The enhanced documents are designed to provide U.S. citizens with a convenient, secure form of identification that can be used for re-entry into the United States from certain countries, primarily those in the Western Hemisphere, without requiring a passport.
