This resolution honors Jeff Kelly, the Public Defender for the First Judicial District, on the occasion of his retirement after a distinguished 35-year career in public service. Kelly served as an Assistant Public Defender for 20 years before being appointed as the First Judicial District Public Defender in 2009 by Governor Phil Bredesen, and subsequently elected to the position in 2010. Throughout his career, he represented individuals who could not afford private attorneys in Carter, Johnson, Unicoi, and Washington counties, and was recognized as a leader within the Tennessee Public Defenders Conference, serving on multiple committees. A Milligan College alumnus with a law degree from the University of Tennessee, Kelly was known for his professionalism, integrity, and community involvement, including participation in the local bar association, Rotary, and Hopwood Christian Church. The resolution commends his exemplary service, highlights his personal background (including his family and interests), and wishes him well in retirement, recognizing his significant contributions to the legal profession and public service.
