This bill provides a $15,000,000 appropriation from bond proceeds to the Minnesota Valley Regional Rail Authority to rehabilitate railroad track between Winthrop and Hanley Falls. The funding can be used for environmental documentation, remediation, predesign, design, and rehabilitation or replacement of bridges and culverts along this route. The grant may also be used as matching funds for federal grants and is in addition to previous rail authority appropriations made in various legislative sessions. The commissioner of management and budget is authorized to sell and issue state bonds up to $15,000,000 to fund this project, following standard state bonding procedures outlined in Minnesota Statutes and the state constitution. The bill becomes effective immediately after final enactment, providing financial support for regional rail infrastructure improvements in the Minnesota Valley area.
