This bill provides $10 million in funding for each of fiscal years 2026 and 2027 to the Building Assets, Reducing Risks (BARR) Center, a program designed to support schools through an evidence-based approach. The BARR Center will be required to select at least 40 schools that are geographically diverse and serve high-poverty or underrepresented student populations, with a focus on schools serving Black, Indigenous, and People of Color (BIPOC) communities. The grants are specifically aimed at four key objectives: improving students' social and emotional skills and school engagement, increasing academic opportunities and achievement for students of color and those experiencing poverty, enhancing teacher satisfaction and effectiveness, and boosting high school graduation rates. The BARR Center must provide school coaching, professional development, and curriculum resources over a three-year period to participating schools. Up to 3% of the appropriation can be used for grant administration, and the funding will be available until June 30, 2028 for the fiscal year 2026 appropriation and until June 30, 2029 for the fiscal year 2027 appropriation.
