This bill removes paper products from Minnesota's extended producer responsibility (EPR) program for solid waste management. Specifically, the bill eliminates references to paper products in key definitions and requirements within the existing law, such as removing "paper products" from the definition of "covered material" and deleting provisions related to paper product producers. The bill modifies several sections of Minnesota Statutes to narrow the scope of the EPR program to focus exclusively on packaging materials. Under the revised law, producers of packaging will still be responsible for implementing and financing a statewide program that encourages waste reduction, reuse, recycling, and composting, but paper products like newspapers, magazines, and catalogs will no longer be subject to these requirements. The changes effectively exempt paper product manufacturers from the reporting, fee, and recycling obligations that were previously applied to them under the existing solid waste management regulations. Each section of the bill includes an effective date provision stating that the changes will take effect the day following final enactment.
