This bill requires corporations regulated by the Public Utility Commission that construct energy generation facilities after January 1, 2025, to submit two key documents to the Commission within 60 days of completing construction: a certified copy of the contract with a line-item budget, and an attestation about labor practices. The attestation must confirm that for contracts exceeding $100,000, the facility was either constructed using unionized labor paid at least the prevailing wage (as defined by the Vermont Department of Labor) plus a 42.5% fringe benefit, or, if unionized labor was unavailable, by employees paid at least the mean prevailing wage with the same benefits. "Fringe benefits" are defined to include paid time off, health insurance contributions, retirement benefits, and similar employment-related compensations. The bill requires the Commission to make these documents publicly available with personal information removed. The provisions will take effect on July 1, 2025, and aim to ensure fair labor practices and wage standards for energy facility construction projects in Vermont.
