This bill enacts the Graduation Readiness and Development (GRAD) Act, which introduces a comprehensive exit orientation program for eleventh and twelfth grade students in Ohio public high schools. The program, to be implemented by June 1, 2026, aims to prepare students for post-high school opportunities by providing instruction and information on a wide range of topics, including federal student loans, financial aid, internships, apprenticeships, vocational training, military service, voter registration, employment opportunities, and healthcare resources. School districts are required to host these orientation programs during September, with each high school scheduling a separate day for the event. Local workforce development boards, OhioMeansJobs centers, and representatives from labor organizations, military branches, and private businesses will be invited to participate and present information. The bill also designates September as "Workforce Development Month" and requires schools to align the program with local labor market needs. Additionally, the bill makes conforming amendments to existing education-related statutes to incorporate the new exit orientation program requirements across different types of schools, including community schools, STEM schools, and college-preparatory boarding schools.
