This bill transfers ownership of specific parcels of land within the Cloquet Forestry Center in Carlton County from the state of Minnesota to the University of Minnesota at no cost. The land transfer involves eight distinct parcels totaling multiple sections of land in Townships 49 North, Ranges 17 and 18 West. Additionally, the bill appropriates $1,300,000 in fiscal year 2026 to the commissioner of management and budget to prepay and defease any outstanding state general obligation bonds associated with improvements at the University of Minnesota Cloquet Forestry Center. The underlying purpose of the land transfer and debt prepayment is to facilitate the university's goal of returning the land to the Fond du Lac Band of Lake Superior Chippewa. Once the outstanding debt is prepaid, the real property and improvements will no longer be considered state bond-financed property, and all associated conditions will be considered satisfied. Both the land transfer and appropriation sections become effective the day following final enactment.
