The program requires selected organizations to purchase and operate facilities that are Americans with Disabilities Act compliant, provide essential hygiene supplies like shampoo and towels, and make facilities available at least twelve days per month for six hours, including evening hours. Organizations must also offer secure storage for personal belongings, provide adequate staffing, and collect detailed data on facility usage, including metrics like access methods, cleanliness, and user experiences. The bill mandates that facilities be strategically located across all quadrants of the city, including at least one facility downtown and one east of the Anacostia River, with the goal of serving unhoused residents. After the pilot program's completion, DPW must submit a comprehensive report to the Council and Mayor detailing program costs, usage rates, access methods, and any incidents of misuse.
