This bill amends the Texas Water Code to expand the allowable uses of operation and maintenance ad valorem tax funds for certain special districts. Specifically, the bill adds "costs of contracting for or employing peace officers" to the list of expenses that districts can pay using these tax funds. Currently, districts can use these funds for operational expenses like planning, construction, maintenance, repairs, equipment, services, legal and engineering fees, and administrative costs. The bill broadens this scope to explicitly include funding for law enforcement personnel. The legislation would take effect immediately if it receives a two-thirds vote in both houses of the Texas Legislature; otherwise, it will take effect on September 1, 2025. This change gives special districts more flexibility in using their tax revenue to support local public safety efforts by allowing them to directly fund peace officers through their operation and maintenance tax funds.
