This bill modifies the annual reporting requirements for institutions of higher education regarding sexual misconduct, expanding the data they must disclose in their yearly reports. The bill requires colleges to provide more detailed information about sexual misconduct allegations, including the total number of reports, law enforcement investigations, findings of responsibility, disciplinary actions, and supportive measures requested and granted. Notably, for institutions with more than eight reports in certain categories, the bill mandates additional narrative explanations describing the types of misconduct, reasons for case closures, and institutional efforts to address sexual misconduct. The bill also requires reporting on the number of students or employees who reported misconduct but declined to participate in an investigation, ongoing investigations, and types of violence experienced. Institutions are given the opportunity to provide optional narrative context explaining trends, data accuracy, supportive measures, and strategies for eliminating sexual misconduct. The reporting must maintain anonymity and comply with privacy laws, and the executive summary will have no page limit. The bill's provisions will primarily take effect for the 2025-2026 academic year, with some narrative sections beginning in the 2024-2025 academic year. An emergency clause is included, making the bill effective immediately upon passage.
