This bill allows cities and counties in Oregon to implement a fee on vacant homes that remain unoccupied for more than 180 consecutive or cumulative days in a calendar year. The bill defines a "vacant home" as a noncommercial residence that is unoccupied, empty of personal property, or occupied without the owner's consent, with certain exceptions such as newly constructed homes, multi-unit residences beyond a quadplex, and properties vacant due to military service or emergency duties. Local governments can adopt an ordinance to impose an annual fee on such vacant homes, which may result in a lien against the property. The fees collected can only be used for administering the vacant home fee program and developing affordable housing units for households earning between 80% and 130% of the area's median income. The bill would take effect on the 91st day following the adjournment of the 2025 legislative session, and provides flexibility for cities and counties to create additional exemptions to the fee.
