This bill establishes a "Yellow Dot" program specifically designed to help emergency personnel quickly access medical and contact information for drivers and passengers aged 55 and older. Under this program, participants will receive a yellow dot decal to place on the lower left corner of their vehicle's rear window, which signals to first responders that medical and emergency contact details are stored in a yellow envelope located in the vehicle's glove compartment. The New York State Commissioner of Motor Vehicles, in collaboration with the Commissioner of Health and the Director of the Office for the Aging, will develop and distribute the program materials, including a standardized medical information and emergency contact form. The program materials will be made available by mail and at state and county motor vehicle offices, with the goal of providing a simple, accessible way for older adults to ensure their critical health information is readily available in case of an emergency. The bill will take effect on the first of April following its passage, with preparatory work on implementation able to begin immediately.
