This bill establishes the Office of Public Safety Communications (OPSC) within the National Telecommunications and Information Administration (NTIA), which will be led by an Associate Administrator in a career Senior Executive Service position reporting to the Assistant Secretary. The Office will have several key responsibilities, including administering Next Generation 9-1-1 grant programs, analyzing public safety communications policy, providing advice to the Assistant Secretary on communications policy matters, overseeing government studies related to enhancing public safety communications, managing the First Responder Network Authority, and conducting annual audits of that Authority's activities. The Associate Administrator will be responsible for communicating public safety communications policies to both public and private entities, and will have oversight of the development and deployment of advanced communications technologies that can improve public safety communications.
