The bill requires the society to collect and preserve, in a location that is open to the public, the history of the state capitol, the events that have occurred at the state capitol, the people who have worked at the state capitol, the ideas that have emerged from the state capitol, and the architecture and art of the state capitol building and related areas. The bill allows the society to make recommendations to the capitol planning commission regarding projects, plans, and opportunities relating to the state capitol building and grounds. The society shall consist of 12 members of the general assembly, who shall serve as ex officio, nonvoting members, 18 residents of the state of Iowa appointed by the governor, and the director of the department of administrative services (department) or the director’s designee. The bill requires the society to be funded through donations, grants, loans, and contributions from any public or private source. Moneys received by the society pursuant to the bill shall be deposited in a fund which shall be created in the state treasury under the control of the department. Moneys credited to the fund are appropriated to the society for the purpose of executing the duties of the society under the bill.

AI Summary

This bill establishes the Iowa State Capitol Historical Society (ISCHS), a new organization dedicated to preserving and documenting the history of the state capitol. The society will consist of 30 members: 12 legislative members serving as non-voting ex officio members (three representatives and three senators from each party), 18 Iowa residents appointed by the governor, and the director of the department of administrative services or their designee. Appointed members will serve four-year terms, with legislative members' terms tied to their service in the general assembly. The society's primary responsibilities include collecting and preserving the capitol's history, including its events, people, architectural features, and artistic elements, in a publicly accessible location. The organization is authorized to make recommendations to the capitol planning commission about the capitol building and grounds. Funding for the society will come exclusively from donations, grants, loans, and contributions from public or private sources. These funds will be deposited into a dedicated state treasury fund under the department's control, with any unspent money remaining available for future use and not reverting to the general fund at the end of each fiscal year.
