This bill expands the geographical scope of an existing law that protects the personal identifying information of minors participating in certain local government and children's programs. Specifically, the bill modifies G.S. 132-1.11A to add Durham County to the list of localities where specific personal details of minors in these programs are not considered public records. Currently, the law applies to Chatham County and several towns in Wake County. The protected information includes a minor's name, address, age, date of birth, telephone number, parent/guardian information, email address, and other identifying details on program applications. However, the county and municipality of residence remain public information, and the minor's name is still public if they have received a scholarship or financial award. The bill does not change the fundamental confidentiality provisions, but simply extends the geographic coverage to include Durham County. The legislation becomes effective immediately upon becoming law.
