This bill establishes the Office of New Americans Study Committee, a temporary committee charged with investigating and recommending the creation of an independent Office of New Americans in Vermont. The committee will consist of 15 members, including representatives from various state agencies, legislative bodies, community organizations, and appointees from the Governor, representing diverse backgrounds and expertise related to immigrant communities. The committee will study the current situation of New Americans in Vermont, including demographic, economic, and public health data, and examine services they utilize. They will also investigate barriers to workforce and economic participation, identify additional governmental services needed, and propose a structure for a potential new Office of New Americans. The committee will be divided into three subcommittees focusing on legal services, equity and access to state programs, and workforce opportunities. The committee is required to submit a comprehensive written report to legislative committees by September 1, 2026, and will cease to exist after submitting the report. Members will receive compensation and expense reimbursement for up to 20 meetings, with legislative members compensated from General Assembly funds and other members from Agency of Human Services funds. The bill takes effect immediately upon passage.
