This bill authorizes the Durham Public Schools Board of Education and Durham County to create partnerships and arrangements to develop affordable rental housing specifically for teachers, police officers, first responders, and other Durham Public Schools employees. The legislation allows these local government entities to construct, provide, and maintain housing on their existing property, and to convey property to partnerships or joint ventures for this purpose. Importantly, the bill specifies that at least 75% of the housing units must be reserved for Durham Public Schools teachers, with any remaining units potentially available to other eligible employees. The bill permits these entities to contract with private businesses to finance, construct, and maintain the housing, and allows them to lease units at reasonable or below-market rates. These housing arrangements must still comply with all applicable building codes, zoning ordinances, and health and safety regulations. The bill overrides certain existing statutes that might have previously prevented such housing initiatives, providing flexibility for Durham Public Schools and Durham County to address employee housing needs. The legislation becomes effective immediately upon becoming law.
