This bill establishes a New York state English as a New Language (ENL) teaching assistance program for undergraduate and graduate students pursuing a teaching career in primary or secondary education. To be eligible, students must: (a) pass a bilingual education assessment exam, (b) complete at least 40 school days of student teaching under an ENL teacher in a New York state school, and (c) meet program requirements. Successful applicants will receive financial assistance equal to the annual in-state undergraduate tuition at the State University of New York or their actual tuition, whichever is less. The program allows participants to count their 40-day student teaching experience towards the required teaching experience hours for New York state teacher certification. The corporation administering the program is authorized to create rules and regulations for implementation, including exploring the possibility of offering more frequent bilingual education assessment exams. The goal of this program is to support and incentivize students interested in becoming English as a New Language teachers in New York state, addressing potential teacher shortages in this specialized area.
