AI Summary

This bill proposes to prohibit the manufacture, transfer, sale, purchase, receipt, or importation of certain gas-operated semiautomatic firearms in Vermont. Specifically, the bill directs the Attorney General to publish a list of prohibited firearms by October 1, 2025, which will include firearms that use specific gas-operation mechanisms to cycle their action, such as long stroke pistons, short stroke pistons, and other gas-trapping systems. The legislation makes it illegal to possess or transfer these firearms, with exceptions for law enforcement, military personnel, licensed dealers (who can transfer existing inventory by October 1, 2025), and transfers between immediate family members. Violations of the prohibition would result in potential imprisonment for up to one year, a fine of up to $1,000, or both. The bill provides detailed technical definitions of gas-operated firearms, semiautomatic firearms, and related terms, and includes a process for firearm owners or manufacturers to appeal a firearm's inclusion on the prohibited list. The law is set to take effect on October 1, 2025, giving stakeholders time to prepare for the new restrictions.
