This bill appropriates funds for the Illinois Department of Military Affairs for the fiscal year beginning July 1, 2025, allocating money from several different funding sources. The bill provides $18,015,000 from the General Revenue Fund for operational expenses, including $2,700,000 specifically for Lincoln's Challenge (a youth development program). An additional $8,600,000 from the Federal Support Agreement Revolving Fund is designated for Lincoln's Challenge, including prior year costs. The bill also allocates $17,200,000 for Army National Guard Facilities operations and maintenance, $35,000 for preserving historic artifacts, $1,000,000 from the Military Affairs Trust Fund to support youth programs, and $5,000,000 from the Illinois Military Family Relief Fund to provide grants to Illinois National Guard members and their families who were called to active duty after the September 11, 2001 terrorist attacks. Other allocations include $850,000 to be deposited into the Federal Support Agreement Revolving Fund, $100,000 for military justice expenses, and $1,000,000 to be deposited into the Illinois Military Family Relief Fund. The bill requires written approval from the Governor for certain expenditures and will take effect on July 1, 2025.
