This bill makes two key changes to North Carolina law regarding ambulance services and emergency medical services (EMS). First, it repeals G.S. 153A-250, which had previously authorized counties and cities to franchise or operate ambulance services. Second, the bill adds a new section to state law that prevents county managers or EMS administrators from being required to approve modifications in the level of care provided by EMS providers, unless those providers are cities within the county or the county responsible for the emergency management system. A "modification" in this context means either an increase or decrease in the level of care that an EMS provider offers. The bill becomes effective immediately, and its provisions apply to new or renewed franchise agreements and level of care modifications happening on or after the date the act becomes law. Existing franchise agreements will not be renewed, effectively changing how ambulance services can be managed and operated at the county level.
