This bill introduces the Alabama K-12 Public School and State Employee Paid Parental Leave Act of 2025, which establishes a comprehensive paid parental leave policy for state employees and local education agency employees. The bill defines eligible employees as those who have worked for at least 12 consecutive months and provides different leave durations based on gender and event type: eight weeks of leave for female employees for birth, stillbirth, or miscarriage; two weeks of leave for male employees for the same events; and eight weeks for adoption of a child three years old or younger. Employees must submit a written leave plan and agree to return to work for at least eight weeks after leave, with potential financial penalties for not doing so. The leave is paid at 100% of the employee's base pay, does not require using other types of leave, and cannot be cashed out or rolled over. The bill also mandates that employees' health benefits continue during leave and that they be restored to their previous or equivalent position upon return. Additionally, the State Personnel Department and State Board of Education are required to develop implementation rules and submit annual reports on the use of parental leave from 2026 to 2030. The act will take effect on July 1, 2025, and includes a minor amendment to existing leave donation regulations.
