This bill requires unlicensed individuals aged 18 and older to complete a mandatory driver education course when applying for a driver's license in North Carolina. The course, which will be offered by licensed commercial driver training schools, must include three hours of instruction covering state motor vehicle laws, the physiological and psychological consequences of alcohol and drug use while driving, and high-risk driving behaviors such as fatigued, aggressive, and distracted driving. The course must be available both online and in-person, with a method to verify successful completion. The requirement does not apply to individuals who already hold or have previously held a driver's license in North Carolina or another state, or those who have already completed a driver education course in high school. The new law will take effect on October 1, 2025, and will apply to driver's license applications submitted on or after that date, aiming to improve traffic safety and driver awareness for new adult drivers.
