This joint resolution proposes a constitutional amendment to create two special funds - the Permanent Technical Institution Infrastructure Fund and the Available Workforce Education Fund - to support capital needs for the Texas State Technical College System. These funds will provide dedicated financing for projects such as land acquisition, building construction and equipment, major repairs, and purchasing instructional equipment like virtual reality systems and vehicles. The permanent fund will be managed by the comptroller, who will determine annual distributions not exceeding 5.5% of the fund's fair market value, with the goal of maintaining a stable funding stream while preserving the fund's purchasing power. Importantly, the funds cannot be used for athletics facilities or auxiliary enterprises, and there are strict limitations on the total annual funding the Texas State Technical College System can receive. The amendment also specifies that money not spent in a given fiscal year can be retained and used in subsequent years. If passed, the constitutional amendment will be submitted to voters in a November 4, 2025 election, with ballot language explaining the creation of these funds to support the technical college system's capital needs.
