This bill amends Georgia law to provide municipalities with populations over 300,000 additional flexibility in managing recreational property by allowing them to lease, grant easements, or convey certain recreational properties to independent school systems under specific conditions. The new provisions permit such transfers only when both the municipal governing authority and the independent school system's board determine the transfer is in their best interests and will be used for educational purposes. If a municipality conveys recreational property (like parks, playgrounds, or golf courses), it must subsequently replace the property with one or more properties that are equal or greater in acreage and provide comparable benefits to citizens. The bill includes important safeguards to ensure that the cumulative conveyances do not result in a net loss of park acreage for the municipality. This legislation is designed to provide municipal governments more strategic options for managing public property while maintaining the overall quality and quantity of recreational spaces available to residents.
