This bill establishes a new grant program within the Minnesota Department of Agriculture to promote nutrient management practices in agriculture, focusing on the "4R" principles (right source, right rate, right time, right place). Agricultural retailers who are licensed and certified (or making progress toward certification) in the 4R nutrient stewardship program can receive grants for helping farmers implement approved nutrient management practices. Grants include $5,000 for initial certification, up to 50 cents per acre for implementing approved practices, and up to 25 cents per acre for nutrient planning developed by certified professionals. The bill also provides an appropriation of unspecified amounts for fiscal years 2026 and 2027 to fund the grant program, with up to 10% of the funds allocated for program administration. To protect farmers' privacy, all field-specific and grower-identifiable data collected during the grant process will be classified as nonpublic, though statistical reports may be publicly shared without revealing individual identities.
