This bill aims to streamline the oil and gas permitting process by reducing federal oversight for certain drilling scenarios involving mixed federal and non-federal mineral rights. Specifically, the bill would eliminate the requirement for a Bureau of Land Management (BLM) permit to drill when the federal government owns less than 50% of minerals in a drilling unit, does not own the surface estate, or when a well is located on non-federal land but partially enters or traverses federal mineral estate. Lessees would still be required to notify the Secretary of the Interior about state drilling permit applications and provide copies within 5 days, as well as inform the department about approved permits within 45 days. The bill also requires lessees to provide agreements allowing the Interior Secretary to enter non-federal land for lease inspection and enforcement. Importantly, these provisions do not apply to Indian lands and do not affect existing royalty requirements or the Secretary of the Interior's other authorities. The bill specifically limits the federal government's ability to impose bonds, mitigation requirements, surface reclamation approvals, or enter non-federal land without landowner consent in these specific drilling scenarios, effectively reducing federal regulatory control over certain oil and gas drilling operations.
