This bill modifies provisions for retired educators in the Vermont State Teachers' Retirement System to allow them to work as interim school educators while continuing to receive their retirement benefits. Specifically, the bill extends and expands a previous provision that enabled retired teachers (who have been receiving retirement allowances for at least six months) to work as interim educators for up to one school year without losing their retirement benefits. The bill increases the number of potential renewals from two to seven, extending the program through fiscal year 2030 (instead of the previous 2025 end date). Employers must pay an assessment to the Benefits Fund and remit contributions to the Vermont Teachers' Retirement Fund when employing these retired educators. Superintendents must also certify that they exhausted all options to hire active educators before employing a retired educator. The bill requires the State Treasurer to make renewal determinations between May 1 and May 31 each year and notify the House and Senate Government Operations committees. The provisions will be repealed on June 30, 2031, and the act takes effect immediately upon passage. This legislation aims to help address educator shortages by providing flexibility for retired teachers to return to interim teaching positions.
