This bill requires the Campaign Finance and Public Disclosure Board to create and publish a comprehensive, plain-language handbook about lobbying on its website. The handbook must provide clear explanations of key lobbying requirements, including when a person must register as a lobbyist, what activities count toward registration thresholds, how registration works for government employees, which activities and expenses must be reported as lobbying disbursements, and the differences in lobbying various government entities like the legislature, executive branch, political subdivisions, and the Public Utilities Commission. The board must develop the handbook by consulting diverse lobbyists, including those from nonprofit organizations, small organizations, and groups led by Black, Indigenous, and people of color (BIPOC). The board is required to regularly update the handbook to reflect changes in statutes and rules. While the bill is effective immediately, the board has until January 15, 2026, to publish the initial handbook.
