This bill modifies provisions related to the Minnesota Department of Transportation's efficiency requirements and funding allocation. Specifically, the bill amends two sections of Minnesota Statutes to allow efficiency savings from the Department of Transportation to be reallocated to the corridors of commerce program, which supports trunk highway construction, reconstruction, and improvement projects. The bill requires that efficiency savings (currently mandated to be at least 15 percent of certain appropriations above base levels) must now be used specifically for trunk highway construction, maintenance, or rehabilitation under the corridors of commerce program, rather than being more broadly applicable. The changes will take effect on July 1, 2025, and apply to funds reallocated on or after that date. The commissioner of transportation is given discretion to expend funds from various sources, including newly reallocated efficiency savings, for the corridors of commerce program, with up to 17 percent of any appropriation potentially used for program delivery, project scoring, ranking, and selection.
