This bill establishes new provisions for supporting individuals and families affected by Fetal Alcohol Spectrum Disorders (FASD) in Minnesota. The bill requires the commissioner of health to administer grant funds to a statewide organization that exclusively focuses on FASD prevention and intervention. The grantee organization will be responsible for developing and implementing programming to support and educate people living with FASD, their families, and caregivers. Specifically, the organization will provide resource navigation, individualized and group support, education, and opportunities for social connection. To fund these efforts, the bill appropriates $1,000,000 in both fiscal years 2026 and 2027 from the general fund to the commissioner of health for distributing FASD-related grants. This legislation aims to improve support systems and resources for individuals impacted by FASD, a condition caused by prenatal alcohol exposure that can result in lifelong developmental, cognitive, and behavioral challenges.
