This bill establishes the Pennsylvania Purple Alert System, which is a new public notification system designed to help locate missing individuals with intellectual disabilities. The system will be operated by the Pennsylvania State Police and can be activated by law enforcement when they believe a missing individual with an intellectual disability is at risk due to their physical or mental health condition. The bill defines "intellectual disability" as significantly subaverage general intellectual functioning accompanied by significant limitations in at least two skill areas, including communication, self-care, home living, social interactions, community resource use, self-direction, academic functioning, work, and health and safety. The bill also extends existing Good Samaritan immunity protections to people who provide assistance in locating individuals under this new alert system, ensuring that those who attempt to help will not be held civilly liable for their actions unless they intentionally cause harm or act with gross negligence. This legislation builds upon Pennsylvania's existing alert systems, such as the Amber Alert and Missing Endangered Person Advisory System, to provide an additional tool for locating vulnerable missing persons.
