This bill establishes a 2-year pilot program providing toll discounts for veteran-owned businesses on Florida toll roads. Under the program, businesses must be certified as a veteran business enterprise by the Department of Management Services and demonstrate regular commercial use of toll roads through automated accounts. Eligible veteran-owned businesses will receive a 50 percent discount on toll expenses, but only for registered commercial vehicles used in business operations. The Florida Turnpike Enterprise will administer the program in coordination with the Department of Veterans' Affairs and the Department of Management Services. Businesses must apply annually, providing proof of veteran ownership and toll usage, and the discounts will be applied through automated toll accounts. The Department of Transportation is required to prepare a comprehensive review of the pilot program, assessing participation rates and fiscal impact, and submit a report with findings and recommendations to the Legislature by July 1, 2026. The program is set to begin on July 1, 2025, and will run for two years.
