This bill requires the Rhode Island Department of Transportation (RIDOT), in consultation with the Department of Environmental Management (RIDEM), to conduct a comprehensive environmental impact study focusing on non-exhaust particle emissions from motor vehicles. Specifically, the study will examine microplastics, brake wear, tire and road wear, clutch wear, and road dust resuspension. The departments are authorized to collaborate with an academic research institute to complete the study, and they will be required to produce a detailed written report for the General Assembly that includes recommendations for reducing the environmental impact of tire particle emissions. The bill mandates that both RIDOT and RIDEM publicly post their report on their respective websites no later than January 1, 2026, with the legislation taking effect immediately upon passage.
