This bill establishes a tuition assistance program specifically for Afghan and Iraqi special immigrants who have been granted special immigrant status under the Immigration and Nationality Act. The bill defines "Afghan with special immigrant status" as Afghan citizens who entered the United States under P1 or P2 visas through the Afghan Allies Protection Act, and "Iraqi with special immigrant status" as Iraqi nationals who provided valuable service to the U.S. government in Iraq and faced serious threats as a result. Eligible individuals can receive tuition awards for undergraduate, graduate, or approved vocational training programs at degree-granting institutions. The financial assistance covers the lesser amount of either the undergraduate tuition rate at the State University of New York or the actual tuition charged, and can be used for full-time or part-time study. Recipients are limited to eight semesters of full-time undergraduate study, sixteen semesters of part-time undergraduate study, six semesters of full-time graduate study, or twelve semesters of part-time graduate study. Importantly, these tuition awards can be used in addition to federal Pell grant benefits, providing comprehensive educational support for these special immigrant populations.
