This bill amends the County Pension Law to modify how cost-of-living adjustments (COLAs) are handled for county employees' retirement benefits. Specifically, the bill changes the language around cost-of-living increases to clarify that the retirement board can review and adjust monthly benefits by up to, but no more than, the percentages corresponding to the cost-of-living index every three years. The bill emphasizes that these adjustments do not need to be calculated retroactively to the previous increase, nor do they need to apply the cost-of-living index change for each year since the last increase. Any approved adjustment will take effect on January 1 of the calendar year following the year in which the adjustment is approved. This provides more flexibility to the retirement board in managing supplemental benefits while establishing clear guidelines for when and how cost-of-living increases can be implemented. The bill will go into effect 60 days after its passage.
